GENERAL ADMINISTRATIVE COUNSEL – BEXAR COUNTY CIVIL DISTRICT COURTS

Under policy direction, is responsible for managing the administrative and managerial non-judicial functions of the Civil District Courts; supervises non-judicial personnel in the Civil District Court Administration, Staff attorney’s Office, Children’s Court, Domestic Relations Office, Chief Trial Clerk’s Office, and Child Support Probation; provides legal advice to the District Judges; prepares judicial orders and documents; prepares and administers a multimillion dollar budget; and performs related duties as required The successful applicant for this position will begin on January 1, 2022.
Duties and Responsibilities:
Supervises employees who work directly or indirectly for the judiciary.
Oversees all case management operations
Represents the Civil District Court Judges in mandamus matters and supervises the Staff Attorneys’ Office on all legal matters pertaining to the Judges
Provides legal advice to the District Judges regarding their administrative functions as well as on case matters.
Supervises operating and contingency trial fund budget development and administration and authorizes expenditures
Assists in overseeing departments under the jurisdiction of the District Judges
Responsible for drafting and reviewing professional services contracts
Acts as liaison for Commissioners Court, Texas Legislature, local Bar, Criminal District Court Judges, Juvenile Court Judges, County Court Judges and visiting judges
Assists the Local Administrative Judge in the performance of the Judge’s duties which includes correspondence, preparation of orders, research, attendance at meetings, and other duties as directed
Releases official information to the news media
Performs related duties as required or assigned
Graduation from an accredited college or university with a Doctorate of Jurisprudence and five years operational or administrative experience; or an equivalent combination of education and experience
Considerable knowledge of civil court procedures; considerable knowledge of court case management.
Skill in supervising professional and clerical employees; skill in managing multiple projects simultaneously; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; skill in preparing and administering budgets
Ability to adjust to rapidly fluctuating situations; ability to operate a personal computer and basic office equipment; ability to establish and maintain effective working relationships with subordinates, co-workers, County employees, Department Heads, Elected/Appointed Officials, outside organizations, attorneys, the news media and the public
Must be licensed by the State of Texas to practice law
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
