    Assistant Director and Senior Specialist, American Law Division

    Salary: $131,239 to $197,300 per year

    The Congressional Research Service (CRS) seeks a senior manager to lead its American Law Division (ALD), one of CRS’ five research divisions. CRS provides objective, nonpartisan, and authoritative legislative research, analysis, and consultative support exclusively to the U.S. Congress.

    This position serves as head of the American Law Division, a major CRS research division. In this capacity, and reporting directly to the Director of CRS, the Assistant Director leads, plans, directs, and evaluates the work of a team of attorneys in its production of written products and consulting services in support of the U.S. Congress.  Working directly with congressional committees and Members of the House and Senate, ALD attorneys contribute to an informed national legislature as it considers legal and policy issues of importance to the American people.  Areas of research, analysis, and consultative support include all facets of law in the United States, including administrative, business, civil rights, constitutional, energy, environmental, health, immigration, intellectual property, international, labor, military, national security, procurement, tax and trade law.  The Assistant Director ensures that both written and consulting work is of the highest quality and consistently meets the Service’s standards of objectivity, nonpartisanship, balance, timeliness, legislative relevance, authoritativeness, and accessibility. 

    The Assistant Director leads implementation of the Service’s agenda for legal issues within the division’s areas of responsibility, including approaches, frameworks, and methodologies for addressing policy and legislative issues. This includes demonstrating personal intellectual leadership in monitoring congressional needs in the policy areas for which the Assistant Director has direct management responsibility and assuring access to the intellectual capacity needed to meet the current and changing needs of the United States Congress at a sustained level of excellence. This also includes exercising overall responsibility and delegated authority for the oversight and management of the division’s human, financial, material, and information research assets, including a staff of approximately 70 employees. In performing these activities, the Assistant Director is responsible for ensuring that the research, analytical, and consulting activities of the division are fully aligned with the legislative needs of Congress and with the priorities, goals, and policies of CRS for meeting those needs.

    The Assistant Director also serves as one of the chief advisors to the Director, counseling the Director on all aspects of the research management and operations of CRS and recommending specific policies and procedures for improving the Service’s overall quality, efficiency, and effectiveness. The Assistant Director serves as a member of the Director’s senior management team and serves as a principal CRS representative to Members, committees, and officers of the United States Congress.

    Job Description

    Represent clients who are customers of Allstate Insurance Company, Encompass, and Esurance (“the Company”) in the defense of bodily injury liability and property damage liability lawsuits. Represent the Company in the defense of certain uninsured/underinsured motorist claims. The Trial Attorney will conduct examinations under oath of claimants asserting claims against the Company under their insurance policies and, acquire broad knowledge of the Company, your business area’s processes and procedures as well as best practices. The Trial Attorney will be primarily responsible for managing your assigned cases by acquiring, compiling and integrating case-related information and legal research, developing and implementing litigation strategies in cooperation with your clients and claims personnel, developing and implementing litigation tactics to obtain prompt resolution of claims, and achieving team objectives.

    The Qualifications

    Juris Doctorate and member in good standing of state of practicing

    Up to 10 plus years of litigation and or subrogation experience, including 1st OR 2nd chair jury trial experience

    Insurance defense strongly preferred

    Computer proficiency with Microsoft Office, LexisNexis (preferred), and the internet

    Ability to work well with others on a team of attorneys, paralegals, administrative assistants, supervised by

    Lead Counsel

    Must be able to handle a heavy caseload

    Excellent verbal, written and interpersonal skills are key to working with a variety of internal and external contacts as well as for preparing reports, pleadings, and correspondence, collaborating with others, etc.

    You will work independently as well as part of a cohesive team.

    Periodically lifting in excess of 20 pounds throughout the day, depending on court matters being handled.

    Attorneys are required to cover court matters for each other; attorneys have laptops;

    Bending to pick up the computer bag which sometimes is more than 20 pounds, entering and exiting a vehicle, maneuvering files and computer at security checkpoints,

    Turning and twisting at work;

    Driving at least 40-50 miles daily depending on the activities being covered, court, doctors’ depositions, discovery depositions, and case evaluations, etc.

    Sitting for pro-longed periods of time en route to court, in court or at court proceedings, depositions, etc.;

    Walking and rolling brief case with files from vehicle to the legal proceeding and/or deposition, and facilitations, etc.;

    Trial preparation could require lifting in excess 20 lbs. because of exhibits, materials, records from plaintiff, etc. These materials are printed for some proceedings

    The Congressional Research Service (CRS) Office of Congressional Information and Publishing (CIP) is seeking a Legislative Analyst to join its Legislative Analysis and Information Section (LAIS).     Drawing on his/her knowledge of the Federal legislative process as well as knowledge of specific subject fields (e.g., criminal law, environmental law and regulation, international law, etc.), the Legislative Analyst will analyze newly-introduced and amended Federal legislation to determine the legislation's meaning, intent, and impact on existing law; prepare official digests and other summaries and abstracts of Federal legislation; communicate and collaborate with the CRS research community to ensure integration of legislative analysis and research products; consult with congressional staff and committees to resolve questions regarding legislative intent and/or errors or omissions in legislative drafting; combine expert knowledge of one or more legislative subject areas with knowledge of new methods for organizing, accessing, and disseminating information to create and maintain innovative products and services; and analyze gaps in the congressional information services, evaluate new options, and make recommendations. The Legislative Analyst performs this work in an online environment.

Members, and staff on legal issues throughout the legislative process; and participates in or leads team research projects and seminars. The incumbent is expected to develop over time the skills necessary to provide legal analysis and consultation to congressional committees. Members, and staff at increasingly sophisticated levels.

    Candidates with research experience in and broad general knowledge of legal issues regarding administrative law in particular and American public law in general; who demonstrate strong research, writing, and oral communication skills; and who possess a portfolio of high quality legal analytical writing are encouraged to apply. Experience as a judicial clerk will be beneficial.

    The position’s primary focus is the broad area of administrative law. However, given ALD’s relatively small staff and the breadth of issues ALD covers for Congress, candidates must also be capable of working in a number of different areas of the law and have the intellectual curiosity to seek out and maintain a broad portfolio of legal issues. Thus, applicants should also have knowledge of constitutional law and statutory interpretation.
